The investigation was put on hold through bipartisan agreement because the outcome might otherwise "influence the outcome" of the 2004 election but after Bush won he reneged on the deal and left the investigation in limbo.

The article says a group of democrats say, "Panetta admitted that the CIA misled us". There's no doubt in my mind that Democrats and Republicans alike (the vast majority of both parties) knew full well what was going on and they're scrambling to find some way to shuffle responsibility to a scapegoat.
