The Establishment Clause, coupled with the Free Exercise Clause, also prohibits the favoring of one religion over another, or of religion over non-religion. Funding of religious institutions for explicitly religious activities has been deemed unconstitutional in major Supreme Court cases dating back more than 100 years, back to the late 19th century.
As for the second point, the 14th Amendment takes care of that.
The US Constitution applies to state as well as federal law.

I also doesn't state that we are a free market, that we should be taxed by the IRS or that the president can go to war whenever they feel like. Face it, if we were not to have a seperation of church and state, then we would be able to install rules from Christians, Jews, Muslims, and even Buddists. A religion is a choice of how one lives there life, not how we force those choices on to other people. If you had your way, we would be run by the Church of the Flying Spagetti Monster.

In this case she uses her office (governor) to increase her support among her constituents (churches) that she lines her pockets at the tax payers expense, it's what she's good at. Then she hands these various churches support and financing. It's one hand washing the other but instead of big business getting in on the action it's religion. Classic politician, and yet she's supposedly a maverick.
