He's 20, so he WILL do jail time.
Unfortunately, the laws are behind the times. If he had tampered with Palin's snail mail, he would be looking at 20 years in prison. As it stands, he's only looking at 2 years behind bars. What a shame, but we'll have to take what we can get.

You may be right about not doing jail time, though.
