An old conservative friend of mine who worked in the Nixon and Reagan administrations would always carry a copy of the constitution in his pocket. Always. Every day he went to work it was just like pulling his pants on. At one time there were smart conservatives, conservatives who thought the Constitution was an important document, not something to shred or subvert. Palin is the worst kind of ignorant idiot, because she is obviously a capable politician, and maybe even intellectually capable. But she is not intellectually curious!!!!! That is a dangerous combination. She is the epitome of the religious right. They are so sure of their positions, so confident in their righteousness, but they are afraid to read anything besides their bible for fear of becoming apostate. Sad.

It's not like she hasn't been corrected recently and repeatedly on this, Some people just don't learn. The Vice President can't "really get in there with the senators" and affect policy. That not what the Vice President does, and it's not what the Vice President has ever done. Palin's comments imply a view of the Vice President as some kind of Super-Senator who can override the Senate Majority Leader and make changes to legislation at a whim. And I don't think I'm exaggerating or purposely misinterpreting here, because Palin was so specific about "policy changes."
And besides, Vice Presidents have usually not even had a serious say in policy within the executive branch. It's traditionally a ceremonial role that involves going to dinner parties and ribbon cutting ceremonies that are not important enough for the president to attend, while staying up to date on current events just in case the president happens to die. - LouiseCalabro, on 10/21/2008, -9/+31Vote Obama & Biden to save us from this unqualified lady!

No, the VP is "President" of the Senate, but in no way "in charge". VP has a VERY limited role.
That's not the part that gets me, it's the part talking about policy. The VP is the President of the Senate, but the ONLY role is to break a tie vote. As part of the Executive Branch (no matter what Dick Chaney says) the separation of powers prevents the Vice-President from getting directly involved in the creation of legislation. It's merely a matter of modern convention that the latter function is handed over to another person as a way of respecting the balance of powers in the government. If Palin thinks that balance of power should be shifted more towards the administration, I'm concerned about that even if she can do it legally.

"The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.
The Senate shall chuse their other Officers, and also a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the United States."
It then goes on--under Article II, on the Executive Branch--to define the VP's selection process (since radically changed...used to be whoever got 2nd in the election) and their role as the officer to take the office of President if the current President dies, resigns, is impeached, etc.
All that to say, while it would be erroneous to claim that the VP drafts legislation, it is not erroneous (though admittedly oversimplified) to say that the VP is "in charge of the US Senate". The VP *is* the President of the Senate, even though they are not allowed to vote.
