Bush appointed his favorite buddies and private contractors to run FEMA, rather than people who actually knew what they were doing. The hurricane wasn't Bush's fault, but the failed emergency response absolutely was.

Holy hell people, just because some things happen during a presidency doesn't mean it's all that particular president's fault. Are you trying to say Bush steered Katrina into New Orleans? Sure, he may be a pretty bad president and messed terribly in responding to 9/11 and Katrina, but need I remind you that his approval ratings are still higher than many previous presidents? That's because Clinton's security force was on the ball and nothing got blown up that day. Also, 9/11 would not have happened if Bush had implemented Clinton's al Qaeda proposal sooner. (Well, that may or may not be true, but its very likely true - the fact that it was the first thing Bush implemented after 9/11 shows that even he had some common sense about that after the fact)

"Bat", of course, refers to members of the order chiroptera (with some contending that the "megachiroptera" ; of South America should be classified as primates), strange and wonderful animals which are beneficial to humanity. Intelligent, well-educated liberals recognize bats as an asset, and seek to encourage them through environmental protection, including the building of bathouses on the outsides of their homes. The ignorant and superstitious hate and fear bats, and can think of no worse insult than to compare people they also hate and fear (out of ignorance) to bats.
"Moon" refers to Earth's primary natural sattelite, which humans visited for a brief period thanks to a massive liberal spending program. The scientific and technological benefits of the Apollo Project were immense, and would have been far greater if the program had not been killed by a right-wing administration that wanted to spend that money on a futile foreign war. Thus, the Moon is, like bats, symbolic of liberalism and all the benefits it brings to a culture, and naturally will be an object of hatred and fear to the Right.
Combine the two and you get "Moonbat"; environmental good sense, scientific curiosity, prosperity for all and the triumph of knowledge over traditional superstition. In short, all the things that enemies of civilization like Osama bin Laden and Pat Robertson hate most.

But as for the lives lost, that burden of responsibility lies on the piece of ***** mayor and that ***** of a governor, either of whom could have order a mandatory evacuation after they were warned about the pending disaster nearly a week ahead of time by both the National Weather Service and the National Hurricane Center. A mandatory evacuation was finally ordered only hours before the storm made landfall. What happened after the storm seems to be of little consequence when compared with the horrific failure of the local government before hand. And yet no one ever talks about that for some reason...

That responsibility falls with the city and state governments. The federal emergency response is only to support the municipal authorities, not do the job the city should have been doing.
