Group booing is at least better because it just shows general group disapproval--not everyone agrees with everything a president says, and that is fine and normal.

Anyone can buy insurance across state lines now... however, they can't duck regulations in their home state. What you are advocating is people buying junk insurance that doesn't cover anything, with no regulatory body watching over them when they deny every claim under the sun. Insurance companies would love to be able to murder at will without any consequences.
Remember, insurance companies exist to DENY CLAIMS not approve them!!! They add nothing to the process...
