    He plays it very safe. Votes yes on bills that will win the majority this election, and simply votes "present" for anything that might be seen as controversial. That way, he can say that he didn't support _________ (fill in the blank) because he never voted Yay or Nay for most of them.

    People who buy this shirt are the same ones who purchase Che Guevara shirts at the Gap. They don't know anything factual about the individual, rather they simply consume the "image".
