One of Obama's strengths are this moment is he is such a blank slate that people impose their views of the perfect President on him, believing Obama will side the way that individuals wishes Obama would side. Policitally he would be best to maintain that, stick with common values and stay away from specifics that half the country might disagree with. Is Obama doing this purposefully? I don't know. But if he really came out rallying behind Democrat ideas he would lose a lot of the independent right of the line voters out there..

I think it's just the nature of the message, appealing to the white working class. He doesn't have to work very hard to gain support of African Americans.
