Mobilize volunteers to help where needed, DO NOT under any circumstances go the area of a disaster for a photo op that can only hinder preparation efforts. Do not, under any circumstances, turn a natural disaster into political fodder and gimmickry, but DO care about those in harms path and activate a network of help. Obama clearly shows the judgement to lead out country, whereas McCain will act against the best interest of the people he purportedly seeks to lead if he perceives a leg up for his political ambitions.

Obama is using up-to-date technology to activate his army of volunteers and supporters to raise money and find volunteers to help with the aftermath.
Luddite McCain responds as politicians have always done. He asks himself "How can I use this bad situation to show that I care, and profit from it politically?" Answer: Fly down there. Draw resources away from the actual emergency to protect himself. Get that photo op.
Our upcoming election reminds me of the what-to-drive dilemma from Men in Black: "New hotness" versus "Old and busted"

Also, it appears from reporters near New Orleans, who have contacted the mayors office, people will not be turned away from evacuation. Homeless people can go as well, they are getting evacuation buses ready. People who are left behind however, cannot expect to find shelter. The super dome will be locked. Mixed reports are coming in that it might be guarded as well. Patrols by the National Guard and police will be conducted regularly after the storm. A mandatory curfew will be put in place during and after the storm. People who are found outside after the curfew hours, will be arrested.

We complained because his daddy started funding to improve the levees in Louisiana and (surprise, surprise), he decided that fund should be cut to the bone. The year that Katrina happened, the levee project asked for $25mil; he decided $3.9 mil was enough. Congress earmarked $5.5 mil. Estimates to put things back to normal right after Katrina were in the $200 Billion dollar range. The whole penny wise, pound foolish thing comes to mind.
And don't dare say, "Well the same thing could have happened with Bill Clinton. First, he didn't cut funding for the Louisiana levees like dumb-dumb Bush did. Second, he was the president at the time. Numerous scientists had his ear and all told him he really needed to create a dyke system like The Netherlands. One scientist even gave (very accurate) scenarios of how the people would act. Some would leave right away, others wouldn't leave due to financial reasons. Others would find out that they should leave, but it would be too late.
I can go on. Insurance companies raped the people of Louisiana afterwards. There's a class action lawsuit against State Farm for their egregious behavior. "Damn, she had flood insurance? Well, did she have hurricane insurance? No? Well then her house was destroyed by hurricane, of course!" Never mind the fact that the woman got THREE engineers to confirm that it was indeed the flood that knocked it off of it's foundation. Yes, this is a true story. Did Bush step in and even attempt to have the insurance companies act more accountable? Of course not!
You Bush zombies just don't get it. We want an intelligent person with a fresh perspective and energy directed at solving problems. If there was an anti-midas touch, Bush would have it!
