In reality, the conservatives have always held a disproportionately large share of power because they enforce strict party loyalty and have more similar, traditionalistic views. The liberal side of the spectrum is full of ideas, but it is very difficult to get everyone on board with each idea. Bush had a 'rubber stamp' congress when the Republicans held the supermajority, Obama does not have this same privilege despite the seat counts.

Most estimates have Franken seated in June, after the Minnesota Supreme Court upholds his victory. The U.S. Supreme Court will likely not take the case, as the Minnesota election was carried out with such transparency and fairness that there will be no compelling issue for the Supremes to consider.
