He thoroughly prepared just in case.

- rebelcommander, on 01/21/2009, -2/+18From what I gathered by reading the article Bush had been spending the better part of the last year pushing these rules and when it came down to the last few weeks of his presidency he went into overdrive and pushed it all through. I DO NOT think they're saying he made the rule in 32 hours, only that he did one step of the process in 32 hours. So, it may take Obama months to run through the entire process regardless of how much he wants to "rush" it.
