Bush knows he is nothing without his "war powers", so he'll stay at war for his entire term. Without an actual boogie-man there would be no need for them to "keep us safe." That's partly why they were searching for him in Iraq instead in the place that everyone else in the world seemed to know where he was, and still is. They were never seriously going to capture him.
Although it's the bush admin's fault we were attacked in 9/11 (because they were asleep at the wheel, talking about exorbitantly expensive space missile defense systems {what, no one remembers that bunch of *****?} instead paying attention to the thousands of red flags go up all over the national security and intelligence communities), nothing better could have happened for *****-face bush and the other criminals. There would be no fear-stick with which to beat the American public into voting for the GOP, and there would be no justification for gross constitutional violations, the rapid expansion of executive power, and inordinate spending and borrowing, pouring war money into the coffers of companies owned by friends and family.
