However, since it's not operating at even close to full efficiency (the CIA needs people versed in "mission critical" languages so badly that it's offering hiring bonuses of up to $35,000 for them), what is needed is a strengthening of the conventional system of intelligence gathering. This is much more effective than any extra info that could be gathered from torture, which is unreliable anyway.
Add to that the fact that torture shocks the conscience and can break down the loyalty people feel for a country. Who wants to be a citizen of a country that knowingly tortures and feels no shame in it either? Moreover, he submitted in writing to General Ismay that he absolutely would not even consider resorting to these actions unless it was a) a life and death situation for our country or b), would shorten the war (and consequently loss of life for all concerned) by no less than one year.
Many thanks to Olbermann for actually citing the full memos and putting O'Reilly in his place. Churchill is in fact, not without fault and had to make some very difficult decisions but he is the reason our country prevailed some really hard times and one of the greatest leaders we've ever had. Having his name dragged through the mud by this coarse miscreant is unforgivable and O'Reilly should no better than trying to further his own oppressive agenda by misquoting a great man who gave his everything to afford his country a chance at survival in an awful time.
