Now they may, but it depends on how you define Al Qaeda. Most (the majority) of the 9/11 bombers were from Saudi Arabia originally, though the base at the time of 9/11 seemed to be Afghanistan. Now it is likely to be Pakistan. One key place it wasn't was Iraq, though may be now and in the future.
The point is, how do you stop this, rather than pushing it elsewhere?
