There are too many things going on that we aren't aware of, after all i would think that if their misconduct were to be hidden from public they will be more willing to act inappropriately because the public will not know. If someone is arrested for fighting with someone else, I'm sure it is a lot lower than 75%. Either way, you would be surprised what lies I've seen officers have said before.

I'm really beginning to fear my own country. Cops are supposed to make you feel safe when you see them around. They just make me nervous...even when I'm doing nothing wrong. They have way too much power to ruin your life and if you think you're innocent until proven guilty, then you haven't had to go to court in awhile. I just tried to appeal a moving violation today and was told I have to pay money to file an appeal...money I don't get back even if I win. BS.
