- Insightful, on 11/06/2007, -2/+7Let's see, when the Japanese in WWII practiced water boarding, those who actually did the so-called “water treatment” – the Kempeitai officers who directed torture (B level) and those who carried it out (C level) were later found guilty of war crimes. Some were executed.
In the Vietnam War, water boarding was designated as illegal by U.S. generals. A soldier, who was photographed by Washington Post, water boarding a North Vietnamese prisoner was severely punished.
Fast forward to present day. The nominated lead law enforcer of USA is not sure whether water boarding is legal?
