The direction you have to look for things to make sense is the exact opposite. Don't look at users of heroin and ask whether or not they use marijuana. Look at marijuana users and as if, in general, they use heroin (they don't). Just like, if you look at heroin users, they used to drink milk. I knew a guy (who is now in AA/NA, been on the wagon for a couple years now) in highschool that REFUSED to smoke weed, or smoke anything, really.
He drank like a fish, though, and before he hit bottom enough to seek treatment he managed to smoke crack, inject cocaine and smoked meth BEFORE he ever tried weed. Sure, he eventually tried it, but his drug of choice is actually Alcohol, but by the time he was in an addictive cycle of behavior he was open to anything & everything.
But alcohol wasn't his gateway to severe addictive behavior in the same way milk isn't his gateway.... he finally took responsibility for his own choices & has stopped blaming the booze for his poor decisions. Hopefully, he will learn & grow from this experience.
Addiction is not determined by what you take or how much, but by the detrimental affects it has on the user's life and their inability to stop even with their negative consequences.

Should we ban peanuts? I think they're tasty & I'm not allergic, so I'm pretty sure I don't want them banned. (although, if they were banned, I'm sure someone could make a pretty penny dealing in illicit legumes.)
We should be aware of the real dangers of a drug & educate kids on the negative impact early use can have on their development (alcohol has been studied & shown to have a greater negative impact on teen's brain development than marijuana, though) and limit access to kids and teenagers as best we can. Using your citation or the reefer madness plot to validate prohibition isn't very persuasive, to me, anyways.
If you haven't seen the original Reefer Madness movie, I highly recommend checking it out.
