Besides all the good things you said about legalizing, what you do then is restrict it so minors cannot get it, set the legal age to 21. Nothing is 100% perfect, and teens these days still get alcohol and kill themselves (drinking and driving) and smoke cigarettes. If teens want to get a joint today and go for a joyride it's even easier, there's no problem getting drugs from dealers anywhere in the country. Eliminating the dealers (who make a fine profit) will make it slightly harder to get, as well as reducing crime and gangs.

paper made from wood pulp is "ancient technology", cotton is "ancient technology" too, what's the problem? Do we really need to abandon all natural fibers merely because synthetics exist? Do you also have issues with the use of Jute (burlap) or linen?
there is no widespread use of hemp in north america because it is illegal or very difficult to obtain permission to grow it, and it is not economical to import raw hemp fiber from overseas for use in the pulp or fiber industries.
If hemp was actually allowed to be produced on an industrial scale in North America using modern agricultural techniques hemp pulp would not be sitting at 6x the cost of wood pulp, and would be an economical alternative for the manufacture of paper. 75 years of restrictions are a very good way to make a crop seem not economically viable
Hemp seed is far more nutritious than flax seed, and yet i see flax in all sorts of foods lately... go figure? As for the flash point of hempseed oil, well yeah, most nutritive oils containing omega 3s are degraded by excess heat, including those extracted from more traditional sources such as fish, or flax. Weed is easily available. There is nothing to stop teens from getting high and driving today, and the chances of it increasing due to legalization are nominal. The fact is people who want to smoke weed now will likely smoke it when its legal, and those who don't, won't.
