Even though that was likely never the case, I don't see how anyone now can reasonably say he believes in anything except his desire for power. He weaves all over the place taking contradictory positions without any attempt to explain his hypocrisy.

Those people weren't going attempt to understand any plan, they are only interested in the conviction it is conveyed with. It's sad, but his method works at influencing voters, especially when we don't really teach this stuff in public school.
