The local Fox News channel in Florida even covered this story (amazing but true) and they stated the same thing. Bob Allen went into the men's bathroom 3 times in a short period of time, which made undercover officers suspicious. When they sent an officer in to investigate, Allen offered the undercover officer $20 for oral sex. Since he said he is "fighting this", the facts will all need to be made public in the hearing and/or trial.
