Everybody wants to be compassionate, but you have to be compassionate to the American people first. The US is going broke. The middle class is being destroyed. If you read the text of the bill, all it says is that the Secretary of Health will STUDY binational healthcare. Nowhere does it actually say "Hey, let's give Mexicans healthcare too."

I'm 24 years old and have been in perfect health my entire life. Never broken a bone, never had surgery or any other health complications. Three months ago I was diagnosed with inflammatory bowel disease. I have to take medication to keep the disease in remission and I will have to remain on the medication indefinitely. If I don't, the disease will continue to spread through my intestines and I will either develop colon cancer or I will lose my colon entirely.
The ***** up thing about this is that my family's insurance company was happy to take a chunk of my dad's paycheck every month so long as I was only getting the flu or chicken pox or something like that. But as soon as something bad happens, they throw their hands in the air and say "we don't cover that!" What's the ***** point of insurance if you're not insured? The idea of health insurance is that you're purchase protection from the financial disaster that would occur in the event of unexpected health problems. If you KNEW you were going to get a chronic bowel disease, you could plan for that ***** and it wouldn't be a financial disaster.
Now, the insurance company won't pay for my medication, so that's $150 out of my pocket every month. Something I can't really spare as a college student. Also, since I'm graduating college soon, my dad's health insurance is going to drop me (not that that's going to make a big difference, amirite?), so now I have to find my own health insurance. Only problem with that is no one wants to insure someone with a chronic disease because it cuts into that fat profit from those insurance premiums and I'm a liability in the event that the disease gets worse (slim chance so long as I stay medicated).
So what are my options? Well, I don't really have any. Not as far as health insurance is concerned. As it stands, I'm better off paying the $150 out of my own pocket (which I'm doing already) and getting down on my knees once a month to pray to the ***** Flying Spaghetti Monster that nothing else bad happens. What other choice do I have? The health care system has essentially locked me out of buying health insurance and thus locked me out of receiving health care.
The reason we need socialized health care isn't because socialism is better than capitalism, or vice versa, or any of the other reasons you're probably dreaming up. We need socialized health care because we need health care reform. And we need health care reform because the U.S. government of the 21st century really dropped the ball in protecting the rights of its' citizens in terms of health care. They let the pharmaceutical companies and the health insurance lobbyists take America to the bank. They allowed the American people to be robbed so that they could line their own pockets.
The result is a health care system that is so bloated and inundated with corporate profiteering that the average American budget for health care has been tapped dry. We simply cannot afford to give them any more money than they have squeezed out of us, and yet these "insurers" still can't manage to cover any of our claims. It's blatant theft, it's been like this for decades and no one in Washington did anything about it, and so now we reap what we sow.

(2) INPUT- In conducting the study under paragraph (1), the Institute shall solicit input from border health experts and health insurance companies.
(b) Report-
(1) IN GENERAL- Not later than 1 year after the date on which the Secretary of Health and Human Services enters into a contract under subsection (a), the Institute shall submit a report concerning the study conducted under subsection (a) to the Secretary of Health and Human Services and the appropriate committees of Congress.
(2) CONTENTS- The report submitted under paragraph (1) shall include the recommendations of the Institute on ways to expand or improve binational public health infrastructure and health insurance efforts. "
The most reasonable interpretation of this is that it will investigate the feasibility of Mexican or Canadian health insurance companies covering the costs in American hospitals or any other means of having Mexican/Canadian health companies or departments sharing the cost of immigrant/visitor health care. Additionally, Hospitals have a moral and legal obligation to treat those who need emergency care. So why not try to find ways to reduce the inevitable cost?
In any case, this is just a proposal for a study not actual legislation.

If you have a right to health care then everyone, for all of time had a right to health care, even when it didn't exist. That is the nature of rights. People tend to think that rights encompass far more than they actually do, much of what people consider rights are just allowances of a gracious minority funding everyone else.
