In most other footage I've seen, when McCain tries to be humorous, he usually flashes that crazy (creepy?) smile of his, or chuckles, or something. Watching the video, he seemed to say that he has always aspired to be a dictator the way one might say they aspire to be in good shape, or aspire to quit smoking. Is that just me?

John McCain probably confused dictator (as in one who dictates) with Speaker (as in one who speaks). Either way he is still senile. His following comments about additions to the bill, seem to support that this is what he was trying to say. However, as far as I know, the Speaker of the House was not the only person who wrote the bill. So he is still wrong.
