No one knows, except of course the HuffPo and thinkprogress, who evidently can take an ambigous and brief statement and tell you exactly what McCain's detailed position on the subject is.
You wanna go to town on a brief statement that wasn't elaborated on? How about Obama saying we needed a civilian defense force with the same funding as the military. You want to have fun with a completely ridiculous statement, why not take a stab at that one?

I'm not particularly familiar with the specific shortfalls of the Compact, but I'm assuming an Arizona Senator might be acquainted with those issues.
