Another 15% are people who don't have insurance and wait until they are dying to go to the hospital for things they should have seen a doctor for but couldn't because they have no insurance.
Who picks up the tab for all this? Those of us who can still afford health insurance.

2. The point was that anyone has access to healthcare even without paying for insurance, because those without purchased insurance is "insured" by 'government' money.
3. The comment appears to be something said sarcastically to demonstrate that the issue is not that people do not have access to medical treatment, but instead that the issue is who ends up paying for the coverage that everyone has. When you've got a lump on your breast you can't have examined, a pain in your testicular region, a sharp pain in your lung - these are not treated as emergencies, so say hello to cancer! Oh, wait, you've got insurance by going to the ER. Except ERs aren't set up to administer chemo!!
An ER makes you stable enough to see a regular doctor or admits you for a few days if it will take longer to stabilize you. And stabilizing only means you aren't expected to get worse in the next 24 hours. Doesn't mean you're expected to get better, only that you're not expected to get worse.

These people are likely using an ambulance because it gets them to the front of the line at the ER. They are using a very expensive system as health care. It is not uncommon for one of the benefits of employment to be partial (or even full) payment of health insurance premiums. Without this benefit from the employers, most people would not be able to afford the astronomical premiums that the health industry charges. As a result, most of these people are limited in their health coverage choices to whatever the employer offers as a benefit. Despite being a company of some 50k employees, my employer participates in only one group health insurance plan. I cannot afford to pay the premium for health insurance out of pocket. Therefore, I participate in the group plan.

I think the best way to combat the problem is to go after companies that employ illegal workers--unlike the aliens they actually have something to lose.
That being said, it shouldn't be at the top of our priority list. The Center for Immigration Studies (a conservative think tank promoting tighter immigration laws) estimates illegal immigration costs the federal government $10 billion a year. Their numbers are controversial because they include money spent on children of illegal aliens who are US citizens and don't include benefits from cheaper labor, but let's accept their estimate anyway.
While that sounds like a lot of money, we're talking 1/3 of one percent of the federal budget. You might argue that $10 billion is still worth saving, but let's think for a moment what cracking down on immigration would really cost and how effective it might be. It seems reasonable to assume it would require a similar effort to stopping illegal drugs. Our government spends about $50 billion a year fighting illegal drugs, and we know how effective that is. If I'm poor and can't afford a to see a doctor, and I'm at high risk of a heart attack, I end up having a heart attack and needing heart bypass surgery paid for by the public purse, whereas a trip to the doctor might have cost a few dollars in medication.
If you don't want Universal Health care as a society, you really need to be willing to let people die (as well as not helping permanently injured people) if they don't have insurance, or it will not be cost effective.
Also another scenario to think about:
What if I have a newborn child, but can't afford a $5000 operation to fix her legs to prevent her from being crippled. Without an operation, this will probably make her a financial drain on society for the rest of her life.

But I know that all the illegals know how to get all the free stuff that most of us Americans don't even know about. I don't know about the rest of you but I am mad and I AM NOT GONNA TAKE IT ANYMORE!
