No, if Iraq and Iran become an issue it will be *because* of what he did.
He toppled the main counterweight to Iran in the region, and all signs point towards it now becoming another Shiite theocracy when we leave.
If anything, he has increased the prospect of Iran absorbing them and becoming a regional powerhouse.
Even if Iraqis hang onto their hate for Iran, they are still a lot more likely to share long term goals.
Bush has failed across the board, relentlessly pursuing near-term goals at the cost of long term aims. He has even expended long-term assets to do so. I guarantee you of those surveyed, 90% couldn't name a single president who held office before 1900 other than Washington or Lincoln. Most Americans don't even know who the first president of the U.S. was (about 70% don't know according to a pole a few months ago). So really most Americans are basing their opinion of whether he's the worst ever on the last couple presidents (the ones they know about).
If you look through history we've had some pretty god awful presidents.
