It redefined the entire matter of violent anti-abortion actions, by outlawing blockades as one example. The bill was widely supported.

The real reason McCain and others (including dems) voted against this legislation because the bill allows abortion-clinic employees and clients to sue protesters in Federal court for damages stemming from violations of the law, and empowers Federal judges to enjoin protesters and fine those who violate an injunction.

Opponents of the legislation approved today argued that the Congress was all but depriving the anti-abortion movement of that option by targeting its members for punishment far more severe than the $100 fines and overnight jail stays that such acts frequently carry. Targeting Thought?
"This nation has a history of tolerance for nonviolent civil disobedience." said Senator Don Nickles, Republican of Oklahoma. "We have always recognized the close association between peaceful civil disobedience and political speech, which is clearly one of the most highly protected rights within our Constitution. All groups that engage in peaceful sit-ins and similar activity should be treated in an evenhanded manner, regardless of the motivation of those engaged in this conduct. But this bill does not do that."
Rather, he charged, "The real target is thought, not behavior."
