The state is still devastated and dilapidated. It ranks DEAD LAST at #50 for "Best states to do business in." Any tax on business would cause those who remain after the Hurricanes to bailout (literally, no pun intended) and create even more unemployment.
The unemployment rate in Louisiana is 5.5 percent, well below the national rate of 7.6 percent. I think if unemployment did increase, he would accept the $90 million.
Is partisanship playing a factor? Very likely, but Jindal isn't your average Republican knuckle dragger. He was a Rhodes Scholar in college, and from what I've studied about him, has done as well as one can do with a state left in almost literal ruin.
I just get the feeling that Digg is always in a "***** idiot Republicans who spend all this money -- and now they're bitching about how we spend money" mode. Welcome to politics, kids. Both parties are guilty of generational theft.

When I was in college, one of my teachers was upset by the Baptist church she went to. They were raising money for missionary work. They wanted to travel to south Louisiana and save the Catholics. If they take the money and write into the law that the extension only last as long as there is federal funding, there is no raising of taxes on business in LA and Jindal's logic breaks down.

So if you are unemployed in LA or know people who are unemployed and could benefit from this, tell your state rep to vote for the money! :)
