Yeah, you won't "see US reporters throwing shoes at people" because it doesn't have any special significance in our culture.
If he wanted to cause real injury to Bush, he wouldn't have just thrown a shoe. Treating it like a threat or an attempt on a foreign leader's life is an overreaction.
A fair comparison for Americans is to consider politicians having pies thrown at them. It's probably regrettable whenever it happens, but usually it's done just to make a statement (as opposed to causing physical harm), and hopefully most people would agree that a three-year sentence for throwing a pie is unwarranted.
The silver lining here is that it could have been a lot worse than three years... and I'm guessing he's going to be received as a hero when he is released.
