The dumb US companies pay the bribe directly, violate US laws, and get into trouble. The other 99% of US companies hire a local "agent" to "negotiate" the contract, pay the agent, the agent pays the bribe to the foreign official, and everyone walks away happy. Welcome to the real world of business outside the US!

It wasn't until somewhat recently that the Foreign Corrupt Practices Act helped somewhat curtail U.S. businesses from doing so, but once we left, a flood of European and Asian companies came in, so net result was zilch.
