What she is doing is disrespecting and making fun of all women who work very hard to be taken seriously in the world. What she is doing is setting women's progress on a reverse course. She is worse than the men who espouse sexism to keep from taking us seriously.

She could basically have phoned in her performance, and in this clip, Ifill basically "blows off" her responsibility. The very first time Palin didn't answer the question, Ifill should have said, "No one has suggested you answer the questions the way we want, but you do need to answer the questions." And at, say, 30 seconds into her response, if it seemed Palin was still going to avoid answering, Ifill should have interrupted to push Palin for an answer.
My own opinion: Ifill was neutered by the questions about her book that the RNC raised the day before the debate. Good commentary all around, too. They saw what Biden and Palin were trying to do, and Ifill's dilemma as a moderator having to deal with two people essentially giving stump speeches. If "you do need to answer the questions" was true, then every time Palin (or Biden) failed to answer a question, Ifill should have been empowered to say "You haven't answered the question either in your statement or rebuttal, therefore you have violated the rules of this debate and your allotted response time for the next question is reduced by 30 seconds..." or "...your score is reduced by 5 points" or something like it.
But there is no actual penalty for not answering the question! Because of this, Palin knows there is absolutely nothing stopping her from ignoring the question and saying whatever the hell she wants, knowing the networks will broadcast every last word. It's the perfect, free, high-ratings platform for a message repeated a la informercial, she and the Republicans knew it, and used it!
