By that time, he was a bumbling old alcoholic known for his unpredictable but crowd-pleasing antics (dancing on stage with buxom lasses, take a conductor's baton) being held up by more powerful partners. It might have been better to consider McCain for president some time over the past 20 years rather than a time when the world needs a leader.
