HOWEVER, they and the DoD opposed it because they way it was written, it would be very hard to enforce. They actually recommended a stronger, broader bill that would prohibit ALL such arrangements in any business transaction entered into within the jurisdiction of the United States.
The GOP people who voted against it? They just wanted to protect a company's right to have arbritation in their contracts. And corporate arbitration, we all know, rarely finds in favor of the employee.

Lets catch you up to speed, dark. The issue here is that defense contractors, like Haliburton, force women to sign contracts making arbitration mandatory in all sexual assault cases, thereby covering their asses when said rape does occur. The women literally cannot put the rapists behind bars, and are given a check and told to go away. The Franken bill prevents those contractors who receive federal funds from engaging in these practices. 30 GOP senators voted no on it.
