The House bill (the only bill to be formally introduced in its entirety) specifically says that no federal money would be spent on giving illegal immigrants health coverage:

Censure is absolutely appropriate. This is an abuse of his power. One, he is a nobody. So to be heard, they disrespect the office of the President yet again. The Republicans are doing far more to destroy the honour and integrity of of the office than they fear Obama will. This is absolutely unacceptable. The second is that he is in a safe district, so he will not have any reprisal back at home.
