Casinos which hold poker games, and their online counterparts, make money by holding the games and taking a rake (a small amount of each pot won). In tournaments, entry fees are collected. The casino, or house, doesn't care who wins. They make money regardless.

That's right! playing poker online as opposed to in a casino while drinking and surrounded by smoke, is just as much of a crime as diddling your little sister. Games where players play against one another (where the house has no interest in who wins or loses) where decisions are demonstrably skill-based could easily be defined as separate games of skill.
- Abomonog, on 02/21/2009, -0/+1If it had been Draw Poker or Stud I would not have agreed with this ruling. But Texas Holdem is a bit of a different story. There is much skill involved in deciding when to bet what as a misplaced bet can kill your pot really quickly.
It is also very possible to win a table with out bluffing at all in the game just by skillful betting.

- Snarfy, on 02/21/2009, -4/+2I don't think it's true in all cases. If you are playing against other players, then sure, it's a game of skill, but what about when it's only you vs the house? The odds are tilted towards the house. A skilled player would know not to play in that case but that also means you can't say it's entirely a game of skill.
