I think he was actually referring to the word "Congressman" which would mean he is a member of the House of Representatives. Even though the Senate is the other chamber of "Congress" their members are referred to as "Senators".

Foley was a Representative, from the House of Representatives. NOT A Senator.
Both Senators and Representatives are Congressman (or Congresswomen.) because the House and Senate are part of the Congress.
