2. They still filed a false report and lied about the shooting.
3. They still tampered with the evidence of the shooting by hiding the shell casings.
They were not "doing their job." Their attempts to cover up their crime tarnished their credibility and the credibility of the entire Border Patrol. They aren't victims. You can spin all the other facts as much as you want, but nothing is going to explain why these border agents shot a man in the back, then covered up the shooting. The guy was no saint, but if the border agents had followed procedure and filed a shooting incident report, this never would have happened. They also turned down a very reasonable plea deal.
This is their own damn fault. No conspiracy is necessary to see why they are in prison.
