This was from their New Year's Eve broadcast and they invited people to SMS their own New Year's messages to appear on the ticker during the show. So, this was a viewer-submitted comment that made it on the air.
No doubt that they dropped the ball in reviewing the messages and rejecting the dumbassery before it made it on the air. But it's not what the photo and submitter makes it seem.
Seriously...there are an awful lot of legitimate criticisms of Fox News. The critics lose credibility when they go after out-of-context stuff like this. - tehpwnerofn00bs, on 01/01/2009, -4/+7Well, somebody's losing his job in the morning....

They know what they're doing. No critics are losing credibility, certainly when placed next to Fox News.

Somebody had the bright idea of sending this in, either as a prank or parody and the censor failed or was not there. Since the term "Magic negro" was in the news recently because of the song, and is not really as offensive a lot of things they could have come up with I am guessing it is parody and not actually how someone thinks. It is also not actually correct since a this is what a magic negro is:
