Kinda like they'd had her memorize that line, and when Couric asked for clarification, Palin just... froze. She had remembered the line, but had no idea what she was supposed to mean with the line.

In quiet room with no distractions, she struggles with responses. When asked to think while walking in a bustling public area, she is completely frozen. (Norman, coordinate. You know what I mean.)
I doubt she has more than a couple dozen canned responses in her memory banks. Seriously. Even the old ELIZA program written in BASIC can produce more varied responses than she.

She genuinely seems to be proud of her foreign policy credentials; it seems to me as if she's never given a thought to the possibility that there might be more to the subject than being able to locate a country on a map, and that she really believes that "he's a maverick" is a valid answer to Couric's question.
