In fact, I think the only way to make us safe is to put everyone under house arrest, and only allow them to leave their homes to go to work.
If they want to go to a doctor, or buy food, they will have to submit a request to the local party leader, in triplicate, and a wait 2 weeks for a full background check to clear them in order for them to be able to buy food or see the doctor. All other travel outside the home should be banned.
If people just sit at home and watch the approved media, we'll be a much safer society.

If a patient starts to rouse or wake up at the "wrong time", versed will make them forget anything they experienced. It is both common and standard procedure, and available at almost any hospital in the United States.
