This issue has been largely ignored, seems somewhat unimportant, but at least one member of Congress recognizes its potential impact on precedent regarding the constitution. Just like all the people sending money to Ron Paul on the Republican side, Dodd is the only Democratic candidate in the Senate who is acting like he deserves your money and support.

This "two version" clarification is probably why the mainstream media can't be bothered to cover any of it -- it can't fit into a 10 word blurb at the bottom third of the screen.
