Forget that, how much money did the wealthy or the general population give is a better question. Social services aren't simple charities. When done right, they make sense economically and politically since it is the job of the government to look after the well being of its people and have them contribute back. Of course poor Americans are still far better off than most poor people. Nonetheless, any government must at some level provide a safety net for people for the common good of everyone. If you think a society of the exceptionally poor and exceptionally wealthy is stable then you have not read your history. Revolutions happen when the masses are discontent. Try arguing about charity with them then.
