Old Mayor got a Ferry going between Rochester and Toronto (Toronto didn't give a crap of course since Toronto > Rochester*10). The Ferry owners screwed up. Rochester bought it for 20m or something like that hoping to still get use out of it since they already invested some money into it. Things got worse. Everyone knew that it had to be killed, but the mayor who started the ferry project left it for the next guy, who had to kill it within weeks of coming into office.

A smart energy policy during Bush's and Clinton's terms would have promoted the creation of fuel-efficient vehicles and insulated GM against rising oil prices. Of the Big 3, only Ford isn't going bankrupt, and that's because they didn't rely as heavily on Hummer-esque vehicles. Unless you're one of those people who deludes yourself into thinking that regulation is always bad and that there is no such thing as a market failure.
No, I bet you're one of those kool-aid drinkers who blames the UAW for the demise of the American auto industry. I have news for you, though: the German and Japanese have even stronger unions, and they're not going under. 'December 19, 2008: President Bush approved a bailout plan and gave General Motors and Chrysler $13.4 billion in financing from TARP (Troubled Assets Relief Program) funds, as well as $4 billion to be "withdrawn later."
As always a little research goes a long way. This money was meant to help them sustain operations while they (GM and the US government) plotted the next step.
To say he dumped it on Obama is not entirely fair: Obama was also calling for this money to help GM continue operations while the process to bring them back to viability was developed.
A good part of this policy was cost cutting (closing plants, reducing output, etc...), labor re-negotiations, eliminating/selling brands and so on.
Those processes do not happen over time. For example, the decision on which dealers to close had to take into account a lot of thing including financial viability, geographical proximity to other GM dealerships, etc.. That data can't be studied and acted on overnight. It takes time.
If anything Bush deferred decision, knowing that he was leaving office in a short period of time.
In the meantime the ball was already rolling on a solution. GM was working to cut costs, redo the labor deal and sell brands, all in an effort to get fiscally healthier, while at the same time Obama was busy meeting with his people to "hit the ground running" .
Make no mistake about this too: Obama did not want GM to go bankrupt until AFTER it redid it's labor deal. Without them getting a shared of GM stock, the unions would have been fiscally devastated by a bankruptcy, since the obligations owed to the pension fund would not have been required to have been met by the new company. Those all came from American manufacturing. It's nice and all to drive a Toyota or, 5 years from now, a chinese import but what it comes down to is maintaining America's ability to produce wartime equipment in a very short time.
