Sheriff Bob Fletcher said that Hughes was "extremely disruptive" and that "it took some force to control him." The sheriff said that the jail has a lot of recording devices and that they would provide evidence of what happened.

I'd like to see those tapes - unedited. I'm sure his attorneys will be very interested. We already have videos of his arrest which show the Police had no reason to detain him in the first place. What possible reason was there for a swarm of Policemen on bicycles to be trailing a peaceful march by only a few feet? The only reason was a deliberate attempt by the Police to create an incident. (And they succeeded.)
Elliot Hughes, the subject of the video, was standing away from the fray at the side of the road with his bicycle, when the Police forced him to the ground face down, and cuffed him behind his back. (I had to watch the first few minutes of the video several times to follow this.) There was no reason whatsoever to push Hughes to the ground in order to cuff him. He wasn't armed, he wasn't threatening, and he wasn't the slightest bit combative. He was standing still holding his bicycle.
The Police that forced him to the ground SHOULD be fired, and sued for excessive use of force. This was clear-cut excessive use of force by the police.
And in the bigger picture, the Police caused the whole incident, by trying to intimidate the marchers by trailing them so closely.
Even without Hughes's testimony about his abuse while in jail, he was wronged. He was arrested as if he were a violent, combative, and armed felony suspect. It seems like this technique is designed to be used while arresting someone. Any use in a detention center can only be called torture. More than likely Elliot was already fully restrained when this was being done. He describes having a hood over his head and being gagged. He may also have been in a restraint chair at the time, although it is not clear from his statement.
