- cricketsoda, on 10/10/2007, -4/+9hmm...sounds like some contractors got out of hand...a big problem is the fact that the lowest bid wins most of the time for projects like this, so contractors bid way under actual cost to win the contract. Then they don't have the resources to get the job done right, and the process ends up costing a lot more.

Absolutely frightening concept, and why it is happening with our tax money is another example of our government's mismanagement of tax dollars.
