In an apparent violation of FCC rules, conservative talk radio station KFBK 1530 AM in Sacramento transmitted a paid political advertisement to an unknown number of other stations in the area, using the federal Emergency Alert System (EAS), thus automatically forcing the ad onto the stations' airwaves. This is according to a press release issued today by KDVS-FM, a non-commercial community station in Davis that received and inadvertently aired the transmission

Upon contact by KDVS management, KFBK Operations Manager Alan Eisansom claimed station responsibility for the message broadcast assigning blame to some kind of nonspecific training snafu.

Want to know why it was a political ad? Because in case you haven't noticed, there's this election... And on an AM station in time of elections... It seems as though nothing but political ads play all day long.
The audio recording sounds accurate to me. The automation system simply played the next break, while the EAS broadcast was still going. Political ads will pretty much always be the first commercial at the top of breaks.

This sort of 'accident' would require someone go out of their way to make this content run through the EAS system.

There are 2 types of EAS tests. Weekly which just produce the tones and then goes back to the programming, and Monthly which when sent, sends audio along with the tones. It could have been a mistake, but in light of recent shenanigans, I'm kind of skeptical of that.

Many people are scared of the EAS tones because they're most often associated with nuclear war (and, hence, the end of the world). I know I shouldn't be so irrational about it, but the feeling I get when I hear the EAS FSK burst followed by the tones is sheer terror. That was the original intention of the predecessor EBS - to warn and advise the public of an impending nuclear war and what to do afterwards. Of course, they use it for Amber alerts and to warn people of weather and other natural disasters, but it's still scary.
And THAT said, if I had heard a political ad following the tones, I would be so utterly angry that I'd be complaining to the FCC left and right. THAT does not leave the Democrats off the hook.
They are just as dirty. In the area where I am, certain "Democratic" held wards had more votes, than people that could vote. The last presidential election, 3 people working for the Democratic party slashed the tires of Republican vans that had intended to pick up people that did not have transportation to the polls. In the 2000 election a person with the democratic party was caught giving homeless people cigarettes, in exchange for Democrat vote. Not to mention this past primary, there was 2,000 plus address that were found to be false (or abandoned property). Those votes went to Democrats last election.
Let me be clear, both parties don't care about us. They just want to be elected. Vote for the PERSON that is running. Base your vote on the ideas that they have. KFBK Clear Channel, is responsible for airing the EAS. Every region/city has a station that is in charge of it, and in an actual emergency they will override all stations and broadcast from one station.

Yes, it is possible that it was just a mistake, but that doesn't make it excusable. FCC rules were still violated. Remember CBS had big price to pay for Janet Jackson's boob even though CBS didn't actually engineer the stunt.
The fact that it has little chance of impacting this particular election is irrelevant as well. Often times new political strategies are tested in hopeless elections, where small bumps in results can prove the strategy to be effective in future close elections. If these violations are not addressed by the FCC and there is even the slightest hint of a bump in numbers for the GOP candidate, then we can expect to see a rash of this kind of "snafu" occurring in close elections across the country in 2008. - jbus, on 10/12/2007, -0/+2Thanks for the info Calabahn...
