O'Neill was against Bush's irresponsible tax cuts, and he was an advocate for investigating al-Qaeda funding originating in the United Arab Emirates (for some strange reason, Bush opposed the idea). As we all know by now, George Bush isn't known for surrounding himself with independent thinkers, so it was almost a foregone conclusion that O'Neill would be one of the first in the Bush Administration to resign.
