Not only kicking the man out of their sandbox (the college) but also actively trying to shutdown sandboxes belonging to others (the town, or at least elements of its government).
If no one wants to listen, that's one thing. If others take steps to prevent those who want to listen from being able to do so, that is an entirely different matter. There is no obligation for anyone to provide a forum. There is however a strong obligation (namely the Constitution) for government to not silence speech and close down forums that they don't approve of.
