The Constitution provides for only one exception in cases of impeachment: "When the President of the United States is tried, the Chief Justice shall preside." That's because of the obvious conflict-of-interest of having the VP preside when the President is tried. But there's no similar provision for having someone else preside if the Vice President is impeached.
Presumably that's because no one could imagine a Vice President doing anything significant enough to warrant impeachment, which was certainly an accurate reflection of the office's character for the first two centuries or so of our nation's history. And it's another argument against the VP being given extensive executive responsibilities, now that I think of it.

Bush with his daily stand up comic routine is a wonderful break for Americans dealing with everyday stress. I love how he plays the role of "Dubya" the Retarded President he does an excellent job.
He does repeat his material though, which is why his approval ratings are dropping, BUT he does still come up with a lot of new stuff. He should be given more credit since that is hard to do after being in office for almost 8 years.
We do realize for the most part that he is bound to repeat material after being in office for so long, which is why his approval rating is higher than Congress BUT I personally think that the difference should be bigger since Bush plays Duyba all the time and is at least trying to be retarded but Congress doesnt even try. - smur, on 10/11/2007, -3/+9The letter of the constitution does not state that a judge shall preside over the impeachment trial of the Vice President, but the spirit of the constitution does. The problem is, Cheney supporters will use the letter to delay the trial, and even take the matter to the Supreme Court. Of course, the court will not rule before the end of the current administration. Knowing this, and fearing the loss of support of some moderate Republicans in the 2008 elections, the Democrats will not start impeachment proceedings. This may not be what some people like to hear, but this is the most likely outcome.

Funny how the Pentagon is one of the most heavily fortified buildings in the world, equipped with multiple SAM launchers and surrounded by hundreds of video cameras, ended up getting hit by a civilian plane without even so much of a single missile being fired by the automated defense systems, nor having the plane on camera so we can witness the event for ourselves, except a mere 5 frames which show nothing one way or the other.
Let's back up one second. Automated defense systems. Designed and programmed to fire upon any incoming aircraft unless it carries an American Military transponder on board. Did AA77 have one? If so, how did one get on board a civillian aircraft? Ah, yes, I remember now, I once came across someone asking the same question. They were told that the automated defenses were offline for maintenance.
The number of strange coincidences is truly staggering! NORAD was running defense drills across the country, one of which was a scenario based on multiple aircraft hyjackings; Pentagon SAM launchers don't fire a shot at whatever was coming towards it, YET somehow a 19 hyjackers ended up crashing their planes into these building when all this was going on? What are the chances that anyone can time all of this to happen without at least some high level inside assistance?

All of the scandals of this administration seem to not be quick errors, but instead carefully-calculated challenges to those potential weaknesses in the system.
It might be the conspiracy theorist in me, but what are the odds that these scandals tie together into the political equivalent of a full court press that's been pre-planned, assitively coordinated by PNAC or some similar entity? -
