Gerger basically called Bush senior an uninspired yet connected guy who serendipitously fell into some good luck, like not entering Baghdad during Gulf 1. The war hawks wanted him to, but he refused. The Bush junior was groomed for the White House and given the opportunity to enter Iraq again. Bush junior, being the unambitious sort that he is, didn't want anything to do with it. But the war hawks had their insurance policy: Cheney. According to my wife, the take away message was that Bush junior truly was the puppet government ambition of his father, with Cheney in place to take care of the interests for the old school folks. Given this context, it seems completely within the bounds of this story that Cheney would do everything in his power to complete the business he was put in charge to do.

Your claim that the CIA was running drills that simulated planes crashing into the WTC and Pentagon is nothing but an indefensible lie, and you know it. The CIA doesn't run such drills for starters, but I challenge you to provide proof that such drills were taking place anyway.
