The Democrats came into power in the House and Senate promising big changes but have done nothing other than a little saber rattling. Even with the time table tied to the war appropriation bill they quickly scuttled the time table under the slightest pressure from Bush and Co.

It's not that he needs the money. His OFFICE needs the money. The Office of the Vice President has to have money to pay salaries, buy supplies, produce documents, etc etc. It's as if all the revenue to some company gets cut off. The executives aren't going to hurt, they already have the money. However, the productivity of the office grinds to a halt as copy paper runs out, electricity gets cut out, etc.
Quite frankly, it's the smartest and most productive thing the Congress could do to STOP the drudge of this administration from inflicting more problems. Right now, the OVP is the chief proponent of bombing Iran. It's hard to convince the rest of the administration its a good idea if you can't make reports and memos or pay underlings to make Powerpoints all day. As the recent Washington Post articles are showing, Cheney's office, particularly his legal counsel, Addington, were the chief proponents of torture. If you cut out people like Addington from government, the situation would get better, quickly.
Plus, it's a win win for the Democrats. I doubt the public would have much compassion for Mr. 60% disapproval. - relaxeder, on 04/17/2009, -0/+8I can tell you don't like Rep. Emanuel. The funding thing works like this: the President of the Senate requires only minimal funding to perform his/her tasks. So if that's what Cheney is claiming to be (in an obvious move to prevent oversight), let him have what he wants, and reduce his funding commensurate with his change of office status. It's not "be in the Executive or not be funded", it's "be in the Executive or lose your Executive funding", which is perfectly fair. If he's not part of the Exec, why should he be funded as if he is?

Personally, I think the fact that the president and vice president are elected by the electoral college (much unlike the legislative branch) and that fact that historically the presidential candidate that was runner up in the presidential election became the vice president are pretty clear indications that the vice president is part of the executive branch. Not to mention the order of succession...

The GOP is stonewalling the whole Federal Government in order to prevent the Democrats from being effective.
The Democrats *STILL* dont have enough seats in the two houes to act decisively -- they need RESPONSIBLE and sensible behaviour from the GOP -- and the crooks are fighting every single thing tooth and nail.
Bush and Cheney are criminals, and the rank-and-file GOP MEMBERSHIP must stop shielding them. The Constitution clearly defines his office as a member of the Executive Branch. There is no wiggle room here. By "calling his bluff" and changing his his funding they are allowing him to dictate his own position and STILL not give over the documents that started all of this.
This is not the place or time to end his funding. This is the place and time where the Senate sends law enforcement over to the White House. Cheney is directly contradicting the Constitution and ending his funding is not the way to solve the problem. He either comes into compliance with the LAW and the CONSTITUTION or he vacates the spot. -
